CNN —A transitional council responsible for choosing Haiti’s next leadership has been established after weeks of uncertainty, according to a decree published in Haiti’s official state journal. The move comes a month after Haitian Prime Minister Ariel Henry announced he would step down once the council is inaugurated and names a new prime minister and cabinet. The council, composed of seven voting members and two non-voting observers, is tasked with choosing and appointing a new prime minister as well as an “impartial” electoral council, the decree reads. “The establishment of the nine-member broad-based, politically inclusive Council signals the possibility of a new beginning for Haiti,” the statement read. CARICOM, which worked with Haiti last month to develop a framework for the transitional council, said there are still challenges ahead, but that it would support Haiti as it determines its future.

An American YouTube personality who was kidnapped two weeks ago by a gang leader in Haiti was released over the weekend and was on his way home to the United States on Monday morning, according to his father. The American, Adisson Pierre Maalouf, 26, had traveled from the neighboring Dominican Republic to interview Jimmy Chérizier, a former police officer and gang leader known as Barbecue, according to Mr. Maalouf’s family, who spoke to The New York Times after his release. Kidnapped with him was Mr. Maalouf’s guide, a Haitian journalist named Jean Sacra Sean Roubens. Mr. Roubens confirmed to The Times that he had also been released.

CNN —The UN human rights office described sexual violence in Haiti as “severely underreported and largely unpunished” in a harrowing report released Thursday that documented cases of rape and forced sexual relations with gang members, as well surging levels of gang violence in the country. The violence has caused the internal displacement of approximately 313,900 people as of December 2023, according to the OHCHR. “All these practices are outrageous and must stop at once,” said the UN High Commissioner for Human Rights Volker Türk. “Widespread corruption and dysfunction of the justice system greatly contribute to the pervasive impunity for grave human rights violations, and they need to be addressed urgently,” said Türk. Port-au-Prince, Haiti CNN —A container carrying essential items for newborn babies and their mothers – including resuscitators and other critical supplies – was looted in Port-au-Prince on Saturday, aid agency UNICEF said in a statement, as gang violence and a humanitarian crisis worsen in the Haitian capital. In addition to maternity and neonatal supplies, the looted container also held “early childhood development and education and water equipment,” UNICEF said. The theft of the supplies “occurs at a critical moment when children need them the most,” said UNICEF representative Bruno Maes in Haiti. Three out of four women and children in the Port-au-Prince area do not have access to basic public health and nutrition, according to UNICEF. Meanwhile, the first flights of a UN air bridge between Haiti and the neighboring Dominican Republic have been completed, UN sources told CNN.

CNN —The Senate on Thursday confirmed career foreign service member Dennis Hankins to be US ambassador to Haiti, where widespread violence has brought social order to the brink of collapse.
